Why isn't my ad spending its budget?
An active ad that barely spends is usually held back by something narrow: a small audience, a low budget, a strict cost cap, an account spending limit, or too many ads competing with each other. Meta groups several of these under "Learning limited".

What does Meta say?
Meta's help centre explains that an ad set becomes Learning limited when it's unlikely to get around 50 optimisation events in the week after your last significant edit, and lists causes including small audience size, low budget, low bid or cost control, high auction overlap, an infrequent optimisation event, and running too many ads at the same time.

The mistake that makes it worse
Editing every few hours. Each significant edit restarts the learning period, so the ad never gets the run it needs. Change one thing, then give it a few days: see how long to run a new ad.
