How does the billing actually work?
Your maximum cost-per-click bid is simply the most you're willing to pay for a click — Google's own help pages note you'll often pay less than that maximum, because you only pay what's minimally required to beat the next advertiser's Ad Rank. Your daily budget is described as "the average amount you'd be comfortable spending per day," and it's entirely your own number, not one Google sets for you.
What actually changes your cost per click?
Google's Quality Score — built from expected click-through rate, ad relevance, and landing page experience — is a diagnostic score, not a direct auction input, but it correlates strongly with cost: a low score usually means paying more for the same position. Competitive keywords, industry, and how well your ad and landing page match the search all move cost the same direction.
Does VAT apply in Kuwait?

Google's own tax help page says VAT can apply "depending on your business location," and current tax-advisory summaries state Kuwait has no VAT law in force as of mid-2026 — but this is a fast-moving area across the GCC, so it's worth confirming against a current government source before treating it as settled for a client.
