Why does the cost per sale fall?
Meta says the auction winner is decided by bid, how likely the person is to act, and ad quality. Someone who already visited your website is far more likely to act, so the system can win impressions for you without you bidding higher. That is the whole advantage.
Then why is my cost per thousand views higher?
