Why isn't my TikTok ad delivering or spending its budget?

What causes "Not Delivering", specifically?
TikTok's own help documentation lists the most common causes: the campaign or ad group budget has run out; the account balance is too low; the account itself isn't approved or is suspended; the ad didn't pass review; a required creative, catalog, pixel, or identity asset is missing; a search keyword wasn't approved; or a product/SKU referenced in the ad isn't available.
Why is delivery weak even when it's technically running?
TikTok points to three usual suspects: the ad group is still in the Learning Phase and needs roughly 50 conversions in 7 days to stabilize; the bid is too low to compete in the auction; or several of your own ad groups are targeting the same audience and competing with each other. TikTok's own fix suggestions are to raise the bid, switch to a "Maximum Results" bidding strategy, consolidate overlapping ad groups, or refresh the creative and targeting.
