How do I set up a Google Business Profile in Kuwait?

A Business Profile is what makes you appear on Google Maps and in local search results, and Google states that "creating a Business Profile and listing your business on Google is free." The work is in filling it in completely, not in creating it.

Am I eligible?

Google's guidelines say you can create a profile if your business "either has a physical location that customers can visit, or travels to customers where they are." They also require a precise address or service area, permanent fixed signage at the address, an actively operating business, and only one profile per business.

What should I fill in?

What happens after setup?

Verification, then maintenance. Google Business Profile Help describes local ranking as relevance, distance and prominence — where prominence includes review count and score — and recommends verifying your business, keeping information accurate, responding to reviews, and adding photos.

It is equally direct that "there's no way to request or pay for a better local ranking on Google", so there's nothing to buy here, only to complete.

What does it actually do for a business?

Google's own description covers managing how you appear on Search and Maps, adding photos, managing and replying to reviews, posting offers and updates, and seeing how customers found you.
