What is search engine marketing (SEM)?
SEM means appearing when someone searches for what you sell. There are two routes: pay to appear (search ads) or earn a place (SEO). Most businesses need both, but they pay off on completely different timelines.

How is the paid side priced?
By auction. Google Ads Help explains that Ad Rank combines your bid, expected click-through rate, ad relevance, landing page quality and asset impact, and that you "only pay what's minimally required" to beat the advertiser below you. So relevance is a discount, not just a ranking factor.
Google's own advice for the ads themselves: include a keyword in the ad text, state prices and offers, use a clear call to action, and make sure the landing page contains what the ad promised.
What does the free side actually require?
Content people want. Google Search Central asks whether content "provides original information, reporting, research, or analysis" and warns against pages "primarily made to attract visits from search engines." Thin pages aimed at robots no longer work.
How do they help each other?
Ads tell you within a week which search terms convert. That's the cheapest keyword research there is, and it becomes the list of pages worth writing for the free side.
