What makes a good ad creative?
A good ad creative makes one clear promise to one clear person, in the first three seconds. It is also the cheapest lever you have, because Meta's auction gives better delivery to ads people actually respond to — so a better ad literally costs you less.

Why does the creative decide the cost?
Meta states that the auction winner is chosen on bid, estimated action rate and ad quality. You can only raise your bid so far; you can improve the ad endlessly. That's why two businesses with the same budget get very different results.
What does a strong ad have?
