Can I use two numbers on WhatsApp Business?
You can run two numbers, but not on one app account. WhatsApp's help pages state that WhatsApp Business and WhatsApp Messenger can be used at the same time as long as each is linked to a different phone number — one number cannot be on both apps at once.

How do linked devices help?
WhatsApp supports linking devices to the Business app, so the same business account can be open on more than one device. That's enough for a small team sharing one line and answering in turn.
When does the app stop being enough?
When you need several people replying at once with any real structure — who owns which conversation, what was said last, and nothing missed. The app has no proper concept of assigning a chat, so busy teams end up talking over each other.
