Why is retargeting so important, and how do I use it in Kuwait?

Almost every business in Kuwait that runs ads has the same complaint: "I'm getting clicks, but no sales." The instinct is to blame the ad, change the picture, or lower the price.

Usually none of that is the problem. The problem is that you are asking a stranger to buy from you the very first time they ever see your name — and then never speaking to them again.

Retargeting is how you speak to them again. This is what it is, how it works on each platform, and what it actually costs.

What really happens after someone clicks your ad?

Think about your own behaviour. You see a product on Instagram, you tap, you look, you like it — and then a message arrives, or your food gets delivered, or you simply put the phone down. You didn't decide no. You just didn't decide yet.

That is what the overwhelming majority of your traffic does. They were interested enough to click, which is the expensive part, and then they disappeared. If you only ever run ads to cold audiences, you pay full price for that interest and then throw it away, every single day.

This is the real answer to why ads get clicks but no sales: most people were never going to buy on the first visit, and nothing was built to bring them back.

Why is retargeting so important?

Because it is the only part of your ad account where you are talking to people who already know who you are.

A cold audience needs three things from you at once: to learn what you sell, to trust you, and to decide to buy. A retargeting audience has already done the first one, and often part of the second. You are only asking for the last step.

That is why retargeting ads generally cost less per result than cold ads. You are not paying to create interest — you are paying to finish something you already started. We break the numbers down in how much retargeting ads cost.

Which audiences can I retarget in Kuwait?

You do not need anything fancy, and you do not need a big list. On Meta, the sources listed in the Business Help Centre are the obvious ones:

That third row matters a lot in Kuwait. A huge amount of local buying happens inside Instagram and WhatsApp rather than on a website, so plenty of businesses here can retarget usefully from day one with no website at all.

Once you have a good audience, Meta also lets you build a Lookalike Audience from it — the help centre describes this as reaching new people who are similar to your existing customers. Can I retarget on Google too, or only on Meta?

You can do both, and they do different jobs.

Google Ads calls it remarketing, and it runs off "data segments" — lists built from a tag on your site or app. Google Ads Help says a segment needs at least 100 active visitors in the last 30 days before it can show ads on Search, Display or YouTube, and that someone stays in a segment for a maximum of 540 days.

Google also offers dynamic remarketing, which its help pages describe as showing previous visitors ads containing the specific products and services they looked at on your site. For an online store, that is the version worth having.

The simple way to think about the split: Meta is where people discover you, Google is where they go looking for you again. How much of my budget should go to retargeting?

Less than people expect. Retargeting only works on traffic you already paid to create, so it cannot be the main event.

If your retargeting audience is small, a large budget will simply show the same ad to the same few hundred people over and over, your frequency climbs, and results fall. Start with a small share of your spend, watch the cost per result, and raise it only while the results hold.

And keep the cold campaigns running. Retargeting harvests demand — it does not create it. The day you stop feeding the top of the funnel, your retargeting audience dries up about a month later.

What should a retargeting ad actually say?

Not the same thing your cold ad says. These people have already seen the introduction, and repeating it is the fastest way to be ignored.

  • Answer the objection that stopped them. Delivery time, sizing, price, returns, whether you're real.
  • Show proof. Reviews, real customers, before and after, the product in someone's hand.
  • Give one clean reason to act now. Stock running out, an offer ending, free delivery.
  • Exclude people who already bought, so you stop paying to advertise to your own customers.

What goes wrong most often?

Three things, in this order.

The audience is too small to spend. Meta needs a minimum audience size to deliver. If nothing spends, widen the source or the time window before you change anything else.

The same people see it too often. If performance drops as frequency climbs, that is fatigue, not a bad offer. Change the creative.

You cannot tell whether it worked. If your pixel or tracking isn't set up properly, retargeting reports numbers that nobody can verify. Fix tracking which sale came from which ad before you scale anything.

Where should I start this week?

  1. Build one Custom Audience from Instagram and Facebook engagement, last 90 days. It needs nothing but your account.
  2. Install the Meta Pixel if you have a website, so visitors start collecting.
  3. Run one retargeting ad set with a small budget, with an ad that answers your single most common customer question.
  4. Exclude buyers.
  5. Judge it on cost per result after two weeks — not on clicks.

That is the whole thing. It is not clever and it is not new, but it is the single most common gap I see in Kuwaiti ad accounts, and it is usually the cheapest sale you will ever make.
