Do I need anything special?
No. Sign up with an ordinary email or phone number. And you should not use a VPN to pretend to be somewhere else: OpenAI's help pages state that accessing or offering access to its services outside the supported list may result in an account being blocked or suspended. Since Kuwait is supported, there is nothing to get around.
