How do I market an online store in Kuwait?
Get tracking working, advertise one product rather than the whole shop, and fix the checkout before you increase the budget. Most Kuwaiti stores lose more orders at the payment step than they ever lose at the ad.

What has to exist before you advertise?

Why does the "ads don't work" complaint usually turn out to be something else?
Because the ad is judged on the whole journey. If the click lands on a slow page with an unclear price and a checkout that asks for an account, the ad will look broken when the store is. That pattern is explained in why ads get clicks but no sales.
