How do I use Meta Ads Manager?

Ads Manager is built in three stacked levels: campaign, ad set, and ad. Learn what each level decides and the whole tool stops being confusing — almost every beginner mistake is setting something at the wrong level.

Updated 4 min read

What are the three levels?

Level What you decide here
Campaign The goal — sales, leads, messages, traffic, awareness
Ad set Who sees it, where, how much you spend, when it runs
Ad The picture or video, the words, the link and button

One campaign can hold several ad sets; one ad set can hold several ads. Budget normally sits at the ad set, and the goal always sits at the campaign.

What order should I set it up in?

  1. Pick the goal first. Meta optimises for exactly what you ask for, so asking for the wrong thing wastes the whole budget — see how to choose a campaign objective
  2. Set the audience and budget at the ad set — see how to target Kuwait and how much budget to start with
  3. Add two or three different ads so there's something to compare
  4. Publish, then leave it alone for a few days — see how long to run a new ad

Which columns actually matter?

Ignore most of them at the start. Watch four: amount spent, results, cost per result, and the delivery column. Everything else is detail you don't need yet — see what CPM, CPC and CTR mean.

What's the fastest way to learn it?

Run one small campaign end to end rather than reading about it. You'll learn more from one week of a live ad set with a real budget than from any guide, because you'll see which numbers move.

What trips people up most?

Editing an ad set while it's learning, and splitting a small budget across many ad sets so none of them gets enough results to improve.

Quick follow-ups

  • Boosting is a shortcut with very few settings. Ads Manager is where you choose the goal, the audience, the placements and the budget separately — which is what makes results measurable and repeatable.
